Literature Review In Korea, since 1970s, the population in South Korea has begun to concentrate in Capital Region. As entering 1980s, Housing Demand has radically increased even though Housing Supply was relatively insufficient. It leads to the increase of land price and real estate problems began to come up. After this, by the late 1980s, the government carried out policies like "주택200만호 건설계획(1988)" to increase Housing Supply and “토지공개념(1990)” to supress the speculation. These policies stabilized unstable real estate market partly. In 1997, when IMF occurred, because of the economic depression, the government tried numerous policies to revitalize the economy such as tax reduction, deregulation of prior real estate policies and vitalization of real estate investment about foreign capital. However, these deregulatory policies has fuelled to the real estate speculation and eventually the government started regulation policies again. In the early 2000s, it started active regulatory policies such as 종합부동산세, 개발이익환수제, 주택거래신고제, etc. In this regime, MB government set "보금자리 주택 정책" especially, as a real estate policy. "보금자리 주택 정책", which has a goal that constructing the Korea without worrying, pushes ahead its business step by step and tries to achieve high-quality of housing welfare such as advanced countries. However, among countries for “보금자리 주택 청약“, only some of them have particularly-high competition rate and this makes numerous side-effects. For example, the preference to special regions makes the shortage of Housing 본문내용 로 행정이라고 생각한다. 즉, 행정이란 개인과 사회, 나라 사이에서 제도적, 법적, 장치들을 마련하여 상호간 의사소통이 원활 할 수 있도록 도와주는 시스템인 것이다. 우리가 사는 곳에서 불편 한 점이 있으면 동사무소에 민원을 제기하고 민원을 받으면 서류나 정해진 절차에 따라 보고를 하고 상부 기관에서 그 일을 처리하고 결과를 다시 밑으로 전해주어 불편을 받은 사람들의 문제를 해결해 주게 된다. 이렇게 개인의 의사를 제도적인 절차를 통해서 사회나 집단에 연결해주고 상부 집단이나 기관도 자신들의 해결책을 다시 밑으로 보내주어 소통을 하게 된다. 이런 것처럼 행정이 개인과 사회 사이에서 다리 역할을 해주어 의사소통을 도와주는 것이다. 행정의 목표라고 할 수 있는 공익이라는 것도 위와 같이 공통의 이익창출을 위한 참고문헌 Ⅵ.
